Братья Царнаевы. Несколько вопросов

Но начну с конца. Случай Джохара Царнаева, подозреваемого в терроризме, попадает под Федеральный Закон о террористах, что означает, что если суд докажет его вину, 19-летний юноша может быть приговорен к смертной казни. Также это означает, что некоторые законы, такие как нежелание свидетельствовать против себя, в его случае неприменимы. Более того, у правосудия и следственного аппарата полностью развязаны руки.
Каждый может представить себе, что грозит этому парню.
Пока меня не обвинили в проявлении теплых чувств к убийце, я спешу добавить, что головой «операции» бесспорно был старший брат Джохара Царнаева – Тамелран (26 лет), который также как и младший брат имел хорошую репутацию среди друзей, знакомых. Оба, по словам их окружения, дружелюбны, отзывчивы, открыты.
Что-то произошло со старшим братом Тамелраном во время его 6-ти месячной поездки в Москву в январе 2012 года. Что он делал в российской столице, куда далее следовал, с кем встречался, это еще следует выяснить. Однако, сейчас уже известно (по словам ФБР), что какая-то из иностранных (не исключено, что российских) разведок предупреждала США о готовившемся теракте с участием Тамелрана Царнаева за полгода до произошедшего, то есть в декабре 2012 года.
Почему ФБР пропустило террориста? Сложно себе представить, что имея на руках информацию о готовившемся теракте, ФБР просто махнуло рукой. Уверенно можно сказать, что информация, как минимум, была проверена.
Это наводит на следующие размышления. Царнаев–ст. не был связан ни с какой экстремистской группировкой, ставившей своей целью совершение теракта на территории США. Или просто ПРОПУСТИЛИ?
Известно также, что старший брат Тамерлан Царнаев был профессиональным боксером. И также, что он вместе с семьей эмигрировал в США в начале 2000-х годов, то есть в возрасте 14-15 лет. Эмигрировал из страны, находящейся в состоянии войны – Второй Чеченской, которую можно охарактеризовать как «тлеющей» до сих пор. На его долю выпала и Первая Чеченская, трудное детство и вынужденная эмиграция, то есть бегство. Как столь неблагоприятные обстоятельства могли отразиться на психике подростка, который по натуре, по словам очевидцев, был лидером – следует подумать.
В любом случае, к 26 годам, он овладевает профессионально боксом, профессией, у него появляется ребенок (о матери ребенка пока ничего не известно), и он становится полноправным гражданином США.
Я повторю, по словам опрошенных друзей, знакомых, оба брата Царнаевы были счастливыми, радостными молодыми людьми, активно участвующими в студенческой и другой социальной жизни. Нет ни одного (пока) свидетельства о каких-либо подозрительных действиях в их поведении.
Очень трудно представить, что у них была вторая подпольная жизнь. Но если и была какая-то связь с боевиками, то она скорее была не длительной и вполне могла уместиться в те 6 месяцев, проведенных на территории РФ.
Как я уже упомянула, младшего брата Джохара Царнаева могут передать в федеральный суд, и тогда выбить из него показания- дело отлаженной техники. Значит, все детали, касающиеся участников теракта, мы скоро узнаем.
Останутся другие вопросы. И они, быть может главнее, чем один проведенный теракт. Это действия полиции и ФБР.
Почему ФБР упустило теракт, имея определенную информацию на руках. Это первый вопрос.
Второй. Неудачная попытка братьев после теракта угнать машину с парковки магазина, который В ТО ЖЕ ВРЕМЯ грабили другие преступники, навела полицию на след предполагаемых преступников. А если бы не эта удача? Тоже ПРОПУСТИЛИ бы?
И последний третий. В течение 27 часов несколько ТЫСЯЧ полицейских искали 19-летнего юношу на относительно простой небольшой местности (это не горные ущелья Афганистана) и НЕ нашли. И только когда полиция разрешила населению выйти из своих домов-убежищ, объявив, что поиски окончены безрезультатно, обычный житель сразу обнаруживает подозреваемого во дворе своего дома в закрытой на зиму лодке. Это как?
Американцам следует молиться, чтобы удача не покинула полицию и ФБР.

English: The Tsarnaev Brothers: Several Questions
The incident in Boston is full of questions, behind which lies an unseemly reality.

But let me start from the end. The case of suspected terrorist Dzhokhar Tsarnaev falls under the Federal Anti-terrorism Law. This means that, if he is found guilty in a court of law, the 19-year-old youth could receive the death sentence. It also means that certain laws, including the one that protects a defendant against self-incrimination, do not apply in his case. Furthermore, the judicial and investigative authorities are free to operate without restraint.
All of us can well imagine what threats this young man faces.
Before I am accused of being sympathetic towards a murderer, I would hasten to add that this “operation” was undeniably headed by Dzhokhar Tsarnaev’s older brother Tamerlan, age 26, who, like his younger sibling, enjoyed a good reputation among friends and acquaintances. According to those who knew them, both were friendly, outgoing and forthright.
Something happened to the older brother Tamerlan during his 6-month trip to Moscow in January 2012. It remains to be determined what he did in the Russian capital, where he went from there, and whom he met with. However, based on FBI statements, we already know that some foreign intelligence service (and we cannot rule out the Russian one) warned the US about a pending terror attack in which Tamerlan Tsarnaev would participate some half-year before it occurred, i.e., In December 2012.
Why did the FBI let the terrorist slip through? It is hard to imagine the FBI would simply dismiss as unimportant information that it had about a pending terror attack. One can say with confidence that, at a minimum, the information was checked out.
This leads us to the following suppositions: The older Tsarnaev was not affiliated with any extremist group whose goal is to carry out a terror act on US soil. Or was it just allowed to slip through?
We know that the older brother Tamerlan was a professional boxer. Together with his family, he immigrated to the US in the early years of this century, when he was 14 or 15 years old. He emigrated from a country in a state of war, specifically the Second Chechin War, which may be described as “smoldering” to this day. His fate also exposed him to the First Chechin War, a troubled childhood, and forced emigration, that is, escape as a refugee. One should consider how such unfavorable circumstances could be reflected in the psychological profile of an adolescent who, from the comments of those who knew him, had the personality of a leader.
In any event, by the age of 26, he was a professional boxer, had a child (although, nothing is known about the child’s mother at this time) and was a full-fledged citizen of the US.
Let me repeat that, based on interviews with their friends, both Tsarnaev brothers were happy, well-disposed young people, with an active student and social life. There is (as of now) not a single piece of evidence indicating any suspicious activity in their behavior.
It is very difficult to imagine that they led a second, surreptitious life. But if there were any connection to terrorists, then it most likely was not of extended duration and could well have corresponded to the 6 months spent on the territory of the Russian Federation.
As I mentioned above, the younger brother, Dzhokhar Tsarnaev, can be transferred to federal court, and then formal statements can be extracted from him, something done with tried and tested techniques. This means that we will soon discover all the details about those who took part in this act of terror.
Other questions remain and they are perhaps more pivotal than a single act of terror. At issue are the actions of the police and the FBI. The first question is, why did the FBI with the specific information it had, fail to keep a terror act from taking place?
Secondly, the brothers’ unsuccessful attempt right after their terror act to hijack a car parked in front of a store that, at that very moment, was being robbed by other criminals, led police on a chase for those assumed to have committed that crime. Also, if this misadventure had not occurred, would they still have been able to evade apprehension?
The third and final point. Over a 27-hour period, several thousand police officers searched for a 19-year-old youth in a relatively small, undifferentiated locale (not the rocky ravines of Afghanistan), and did not find him. Only when the police decided to terminate the lock-down and allow the public to leave their homes after declaring that their search had ended inconclusively, did a local resident discover someone suspicious in his backyard, hidden in a boat covered for the winter. How did that occur?

Americans should say a prayer that good fortune not to abandon the police and the FBI.
